KBRA’s affirmation of Portugal’s ratings reflects the country’s improved fiscal position, strong economic growth, enhanced resilience to shocks, and reduced macroeconomic imbalances. The ratings also reflect a resilient banking sector and a noticeable deleveraging across all sectors of the economy. The Positive Outlook reflects strong economic momentum, with an increasingly favourable debt trajectory supported by steady primary surpluses and effective absorption of European Union funds. While a fragmented political landscape presents some policy risk, it is not expected to materially alter the current trajectory. At the same time, Portugal’s export structure, which is less reliant on goods and has limited exposure to US trade, enhances resilience to global tariff shocks.
